Queenslanders with Disability Network (QDN) is calling for disability inclusive procurement to be included in the 2032 Legacy Plan. Our members see this as an opportunity to stimulate disability entrepreneurship and business development, improve employment outcomes for people with disability as well as deliver industry, business and community change.
Requiring Queensland businesses to demonstrate how they are increasing and improving the knowledge, awareness and understanding of disability in their own organisations will contribute to shifting attitudes and behaviours for inclusion and deliver economic, social, and community benefits for Queensland for the next 20 years.
QDN would like to see disability inclusive requirements for tenders, proposals and contracts associated with the 2032 Games. This could include:
- Demonstration of inclusion of people with diverse disability through co-design and user-testing.
- Annual targets for the volume and value of contracts to be awarded to disability enterprises and businesses
- Requirements for each tendering organisation to:
- Detail levels of disability participation within their organisation;
- Set targets for employment of people with disability across the business;
- Develop or have a plan to develop a Disability Inclusion Plan for their organisation;
- Demonstrate levels of engagement/participation in disability businesses as part of the delivery of the contract;
- Deliver disability inclusion training and awareness to their employees;

We are encouraging Queenslanders to send a letter to their local MP to let them know why it is crucial disability inclusive procurement be included in the 2032 Legacy Plan.

Why are we doing this now?
We are now on the Green and Gold Runway towards the Brisbane 2032 Olympic and Paralympic Games. Plans are underway to ensure Brisbane 2032 is a Games for all Queenslanders. It’s about accelerating delivery of long-term plans needed for sustainable growth across Queensland.
Brisbane 2032 is a transformational, once-in-a-lifetime opportunity for all Queenslanders, with benefits to be shared across the State. It’s our green and gold runway. There has been a consultation process called Hopes and Dreams that has been underway to get feedback on developing a legacy plan for the games. There have been over 12,000 ideas generated.
The Brisbane 2032 Legacy Plan will give a framework for how all levels of Government will work with the community to plan and make decisions in the years ahead. They are currently developing a draft Legacy Plan scheduled for released in May 2023. We want to make sure that Queenslanders with disability and their families can give feedback on the draft plan and share their ideas and suggestions.
The Brisbane 2032 Legacy Plan will be released later this year and jointly delivered by the Games Delivery Partners including the Queensland Government, the Australian Government, Brisbane City Council, Sunshine Coast Council, City of Gold Coast, Council of Mayors (SEQ), Australian Olympic Committee, Paralympics Australia and the Brisbane 2032 Organising Committee.
