    New Public Consultations  

    Specialist Disability Accommodation Design Standard Review  

    The NDIS has commenced a review of Specialist Disability Accommodation design standards. The review is looking at: 

    • how well the design requirements meet participant needs 
    • ways to improve safety, accessibility and quality 
    • new technologies and sustainability 
    • how and when the new SDA Design Standard will be rolled out.

    Disability Safeguards Consultation  

    The Australian Government has announced a review into disability safeguards. This consultation will help develop a Disability Support Quality and Safeguarding Framework and Disability Support Ecosystem Safeguarding Strategy.  

    The aim of the consultation is to: 

    • set the standard and culture of the systems, services, supports, people and organisations that together meet the needs of people with disability 
    • empower people with disability to access quality supports and use safeguards   
    • unify and strengthen safeguards for people with disability

    A New Commonwealth Individual Disability Advocacy Program  

    The Australian government is looking to create a new individual disability advocacy program and has announced a consultation on how the program should look.  The aim of the consultation is to understand how best to make the program sustainable, culturally safe, easy to use and accessible.

    NDIS Evidence Advisory Committee Consultation – Part 2  

    The NDIS Evidence Advisory Committee has announced a second round of assessments for review. The committee is asking for feedback on the following supports. 

    • Art Therapy 
    • Functional Electrical Stimulation 
    • Hyperbaric Oxygen Therapy as a Disability Support 
    • Music Therapy 
    • Prosthetics with Microprocessors 
    • Therapy Suits

    Queensland’s first Women’s Economic Strategy – consultation now open  

    The Queensland Government is developing the first Women’s Economic Security Strategy. 

    This Strategy will aim to provide all women and girls access to financial security ensuring they have opportunity to thrive, lead, and pursue their ambitions. The Women’s Economic Strategy will be developed with and for women, in partnership with community and industry leaders. 

    The Queensland government are calling for women and girls, aged 16 or older to share their experiences and ideas to inform this strategy.

    2026 QDN Emerging Leaders Program – last chance to apply 

    Applications for the 2026 QDN Emerging Leaders Program are closing Sunday 14 December, 6pm. Don’t miss your chance! 

    This program is designed for Queenslanders with disability who are ready to build their confidence, strengthen their skills, and take the next step in their leadership journey.  Now in its sixth year, the program runs from March to November 2026 and includes a mix of face-to-face workshops, online interactive sessions, mentorship, and community activities.

    QDN Rockhampton Conference 

    QDN wrapped up its second regional conference, held in Rockhampton on Tuesday 25 November. The Rockhampton event was an opportunity for members to meet and hear from government and community representatives about what matters to them most in their community.  

    QDN thanks all attendees for their engagement in the event and looks forward to further engagement with Rockhampton members in the future.

    QDN Disability Action Week Webinar – recap 

    To celebrate Disability Action Week (DAW), QDN hosted a webinar on Friday 28 November, bringing together a panel of experts who have shaped the creative landscape of Queensland. Speakers shared insights on accessible communication, inclusive storytelling, and the power of creativity to build stronger, more connected communities. 

    Aligned with this year’s DAW theme ‘Communicate. Connect. Create.’, the event highlighted the importance of accessibility and inclusion in creative industries, ensuring everyone can participate and contribute to the arts.

    Reform of Disability Standards for Accessible Public Transport  

    QDN is currently finalising a submission into the Reform of Disability Standards for Accessible Public Transport. QDN thanks members who attended the forum on Monday 17 November to discuss the proposed changes and share their experiences and what can be done to improve accessibility of public transport.

    Disability Standards for Education 

    QDN provided a submission to the review of the Disability Standards for Education. The review focused on three topics. 

    • How well the Standards are being implemented, 
    • What more can be done to support inclusive decision-making and complaints handling, and 
    • Whether responsibilities for assessment authorities and course developers are clear.

    Aged Care 

    Provider Governance Obligations Updated   

    The Aged Care Quality and Safety Commission has updated its provider governance obligations following changes in legislation. The latest changes are focused on consumer advisory bodies and highlight the following requirements:  

    • include people who are receiving care and their supporters 
    • represent the different backgrounds of older people receiving care   
    • support people who might find it hard to participate – this could mean providing translators and interpreters, and supporting people who are hearing and vision impaired 
    • have opportunities to give feedback to the governing body on the quality of aged care provided 
    • have representatives from the different services and types of care you offer.

    Disability Royal Commission 

    Disability Royal Commission 2025 Progress Report Released  

    The Department of Health, Disability and Ageing has released the 2025 progress report on recommendations from the Disability Royal Commission. The report breaks down the progress of the recommendations and the split between recommendations that require federal government attention, and recommendations that require attention from state and territory governments.

    Digital Access 

    Down Syndrome Australia – Digital Champions Launched  

    Down Syndrome Australia has announced its first group of 10 digital champions of people with intellectual disability. The digital champions aim to provide organisations and workers with the tools to support people with intellectual disability to be confident and safe online.

    Employment  

    Advanced Personnel Management and Inclusive Futures Workplace Partnership  

    Inclusive Futures and Advanced Personnel Management have announced a partnership agreement to research neurodivergence in the workplace. The research project will explore how organisational culture, systems and interpersonal dynamics shape decisions to disclose neurodivergence at work and the impact of the decision to do so across a person’s time at that work.

    NDIS 

    Federal Government Introduces New Tougher Penalties for Bad Actors  

    The Federal Government has introduced a Bill into parliament that will have tougher penalties on NDIS providers who fail to provide quality of care and safety for people who receive support.  

    The NDIS Quality and Safeguards Commission Amendment (Integrity and Safeguarding) Bill 2025 will give the NDIS Quality and Safeguards Commission more powers to uphold the scheme. The Bill will also: 

    • Introduce tougher penalties for misconduct and unsafe practices, including tough new penalties for serious misconduct 
    • Strengthen the monitoring, compliance and enforcement powers of the NDIS Quality and Safeguards Commission. 
    • Broaden banning order powers to include auditors and consultants. 
    • Introduce anti-promotion orders to restrict unscrupulous providers from promoting products or services that undermine the integrity of the NDIS. 
    • Introduce a 90-day cooling off period for participants who want to leave the Scheme and make it easier to notify the NDIA.

    Transport 

    Inclusive Futures Launches Transport Equity for All Project  

    Inclusive Futures has launched a new four-year project focused on transport. Transport Equity for All seeks to understand how transport equity is understood and applied in transport planning in Australia.  
    The focus of the research will be on public and active transport.  

    • Public Transport is bus, train, tram, light rail, ferry 
    • Active Transport is walking, wheeling, rolling, cycling, riding to move around

    Wheelchair accessible taxi travel – Christmas day incentive payment 

    The Queensland Government has announced they will be providing an incentive for taxi drivers to prioritise wheelchair accessible travel on Christmas day.  
    The payment for taxi drivers completing eligible Wheelchair Accessible Taxi services will be doubled from $25 to $50 per trip. 
    Taxi Subsidy Scheme members that require wheelchair accessible transport on Christmas day will automatically receive this incentive. There will be no additional costs for eligible TSS members.

    Policy updates regarding other peak bodies  

    National Disability Services Launches State of the Disability Sector Report  

    National Disability Services (NDS) has launched its State of the Disability Sector Report. The report highlights a number of concerns within the sector such as financial pressures, policy uncertainty, and operational challenges facing Australia’s disability service providers. Despite these difficulties, the sector continues to demonstrate remarkable resilience and commitment to people with disability.

    Register for the Disability Dialogue ‘Feature Dialogue’ Focus Groups 

    The Disability Dialogue is organising focus groups to be part of their new Feature Dialogue project. The aim of the project is to share ideas and find ways to make things better for people with disability and their communities.  

    Currently the focus groups are expected to be made up of eight people and will: 

    • meet up to 5 times over 6 months   
    • meet online   
    • talk about experiences with supports outside the NDIS   
    • discuss ideas for change

    National Centre of Excellence in Intellectual Disability Health Priorities Project 

    The National Centre of Excellence in Intellectual Disability Health has announced a project to help co-design national health research priorities.  

    The project is designed to assist the Centre to determine what they should be researching and will be focused on hearing from people with intellectual disability and understanding what is most important to them.

    Centre For Disability Studies Online Art Competition Launched  

    Centre for Disability Studies has launched its online art competition. The competition is open to anyone who identifies with having an intellectual disability and is a non-professional artist.  

    The competition asks for entrants to create artworks that express what health issues matter to you and any medium of choice can be submitted as part of the competition.

    Every Australian Counts – Psychosocial Survey 

    Every Australian Counts currently has a survey open for people with psychosocial disability to provide feedback of their experiences with the NDIS, the difference it has made and concerns about the NDIS for people with psychosocial disability in the future.  
    The survey’s goal is to understand the issues people with psychosocial disability have with the NDIS to help provide advocacy for an NDIS that works for everyone.

    Paper on QDN’s work – ‘Disability Leadership and the Future of Inclusive Disaster Risk Reduction’ 

    The International Journal of Disaster and Risk Reduction published an article that examined QDN’s peer leadership approach to disaster preparedness for people with disability.  

    The Article highlighted the effectiveness of QDN’s Disability Inclusive Disaster Risk Reduction (DIDRR) program. It outlined the importance of QDN’s peer support groups, mentoring programs, and leadership opportunities to ensure people with disability are supported and prepared for Disaster management.
