    Changes to the NDIS 

    The Australian Government is seeking feedback on three proposed changes to the NDIS. These changes could affect how people access the NDIS, how their plans are developed and how they receive support coordination. 

    1. New Framework Planning and NDIS Supports Consultation  

    Have your say on how your support needs are assessed, how your NDIS budget is developed, how you can use your funding and how your plan can be changed.  

    QDN is holding a member forum to help inform QDN’s submission on this important change to the NDIS.

    2. NDIS Support Coordination and Connection Consultation  

    The Federal Government is proposing a new service from 1 July 2028 that will change how NDIS participants receive support coordination. Have your say on how the new service should work.

    3. Proposed NDIS Access Changes  

    The Federal Government is seeking feedback on proposed changes to how people are assessed for access to the NDIS. The changes would place greater focus on how a person’s disability affects their life, rather than only their diagnosis.

    4. NDIS Pricing 

    The NDIA is seeking feedback on NDIS pricing for 2027-28. NDIS participants, providers and the wider disability community are invited to share their views.

    New Report: Adults with Cognitive Disability in Queensland’s Criminal Justice System

    Queensland Public Advocate John Chesterman’s final report was tabled in Queensland Parliament on 11 September 2026. 

    The report makes 26 recommendations to improve the experiences of people with cognitive disability in the criminal justice system, including victims, witnesses and people accused or convicted of crimes. 

    Key recommendations focus on making police stations, courts and prisons more accessible, improving responses to people experiencing behavioural crises, identifying cognitive disability in prisons and ensuring people can access disability supports, including NDIS services, while in prison and after release.

    Draft Aviation Disability Standards  

    If you have had experiences with flying or with airlines then this is a chance for you to have your say.  

    The Federal Government has released the latest draft of the aviation disability standards. The standards will be focused across the four stages of the journey.

    Help shape the future of the Victoria Park Precinct  

    Are you a resident of Brisbane?  

    The Queensland Government is asking for feedback on the proposed Victoria Park Precinct.  

    Apart from the park other key places the that will be considered include Brisbane Stadium, the National Aquatic Centre, RNA Showgrounds and other community spaces.  

    The consultation is considering how to balance recreation, culture, events, accessibility and community needs.

    Australian Guidelines for the Prevention and Control of Infection in Healthcare

This is an opportunity for you to tell your story and improve guidance for healthcare workers and professionals in the prevention and control of infections.

    Safe and Supported Second Action Plans Consultation  

    Have you got children, or have experience with child services and agencies?  

    The Department of Social Services, working with the Secretariat of National Aboriginal and Islander Child Care (SNAICC) – National Voice for our Children and Families Australia is seeking feedback on two new Action Plans 

    • National Second Action Plan 
    • Aboriginal and Torres Strait Islander Second Action Plan  

    The goal of the consultation is to guide action from 2027 to 2031 under the Safe and Supported: The National Framework for Protecting Australia’s Children 2021-2031.

    Games Readiness report 

    The newly released Games Readiness report by QDN and Urbis that explores how ready Queensland is to host the world for the 2032 Games. 

    The report gathered the experiences of 22 QDN members undertaking over 80 journeys across Queensland. Their journeys using the transport networks and accommodation in Brisbane, The Gold Coast and Cairns saw both barriers and enablers to accessibility. It is vital that the many voices of people with disability are heard in the lead up to the 2032 Games, as the legacy it leaves behind will be one that impacts all Queenslanders.

    Severe Weather Outlook Online Webinar 2026

    NSQHS Third Review    

    The Australian Commission on Safety and Quality in Health Care has opened consultation on the third edition of the National Safety and Quality Health Service Standards (NSQHS).   

    Anyone who has experienced issues with their healthcare in the past, or knows someone who has, is welcome to provide their feedback on the new standards and how they can be improved for people with disability.

    Public consultation to help inform a possible ‘commissioning’ approach for part of the SIL market 

    The Australian Government had a public consultation about whether they should play a more active role in making sure that supported independent living (SIL) services are available, good quality and safe. QDN engaged with members and used feedback from previous member forums to develop its submission. Our recommendations include co-designing SIL services, supported decision making for SIL participants, introducing more flexible funding and developing a workforce impact statement.

    Aged Care  

    Changes to Residential Aged Care Fees 

    The Australian Government has announced that the Aged Care Rules 2025 will be amended to help protect aged care residents.  Under these changes, providers can no longer charge residents a Higher Everyday Living Fee (HELF) for services that they were receiving for free as part of their care arrangements before1 November 2025. These changes are due to feedback from residents, their families, carers, advocates and providers.

    Applications open to Become a Member of the National Aged Care Advisory Council  

    Applications are now open to become a member of the National Aged Care Advisory Council (NACAC).  

    The NACAC was created to provide evidence-based advice to support the quality, safety and sustainability of Australia’s aged care system. 

    The Australian Government is looking for 6 new members who have significant expertise in a range of areas including:  

    • Consumer advocacy 
    • Workforce development 
    • Education  
    • Dementia  
    • Palliative Care

    Government Income Payments 

    Increase in Disability and Aged Care Pensions  

    The payment for the Disability Support Pension, Age Pension, and Carer Payment increased on 20 September 2026. 

    The increase is $36.80 a fortnight for singles, and $55.60 a fortnight for couples. 

    You do not need to do anything to receive the payment increase. It will happen automatically.

    Mortality Rates of People Receiving Government Payments  

    A new report has been published which examines data on the mortality rates of Australians who receive different forms of payments including the disability support pension (DSP), unemployment payments and carers payments.  

    This study revealed that the deaths of people who receive a government payment is significantly higher than people who do not receive a government payment (610 deaths per 100,000, compared to 67 deaths per 100,000). 

    It also showed that out of all of the different payment types, people who received the DSP had the worst outcomes with an average of 1,600 deaths per 100,000 over the 11-year period.  

    This research will be used to assist with QDN’s future advocacy work, as it provides valuable evidence of the need for reform for people with disability across all areas, including health.

    Human Rights & Justice 

    Disability Discrimination Explainers  

    The Australian Human Rights Commission has created a series of explainers to help people better understand what disability discrimination is, how the Disability Discrimination Act (DDA) works, and why needs to be reformed.  

    There are currently seven different explainers that are available in a PDF and Word Document version.  

    Some of the topics include:  

    • How can the test for indirect discrimination be improved?  
    • What is positive duty to eliminate disability discrimination?  
    • Does the DDA protect the rights of people with disability?

    New Sentencing Pathway  

    An online resource called ‘Sentencing Pathway’ has been developed by the Office of the Victims’ Commissioner to help victims of crime learn more about their rights and understand the sentencing process in Queensland. 
    The Sentencing Pathway was designed to be accessible so that it can be used by people with disability. 

    It contains information about:  

    • how courts make sentencing decisions 
    • the factors courts consider when sentencing an offender 
    • what different sentencing outcomes mean.

    NDIS  

    Parliament of Australia Report – NDIS Expenditure Projections in the Budget 2026–27 

    The Australian Government has published a report about the savings they believe may occur as a result of NDIS reforms and from reducing the annual growth rate of the NDIS from 11% to 2% in 2029–30.  The report concludes that NDIS spending will continue to rise every year, but at a slower rate than it would without reform.

    An Overview of NDIS Legislation Changes: Securing the NDIS for Future Generations Webinars 

    The NDIS is hosting webinars to help NDIS participants, their families, carers and providers understand the recent NDIS reforms.  

    The webinars are being provided every week (with the same content each week) until early November.  

    Some of the topics that may be discussed include:  

    • changes to plan reassessments 
    • support determinations 
    • how decisions may be made under the updated legislation 
    • what participants need to know when using their plan 
    • where to access information, guidance and support.

    Claiming Across Funding Periods  

    The NDIA has released information to help participants understand their NDIS budgets and funding periods.  

    The NDIA have confirmed that if you run out of funding then you can claim for your NDIS support in your next funding period if: 

    • you and your providers agree to claim in the next funding period 
    • you have enough funding to cover the supports needed for that period and in the rest of your plan 
    • your provider agrees to wait for their payment until your next funding period. 

    If you are self-managed, you can also choose to delay your claim if you do not have enough funding in your current funding period. 

    This flexibility in funding aims to help participants who have fluctuating or changing support needs.

    Policy updates regarding other peak bodies

    Inclusive by Design: When AI Shapes the First Rung  

    The Australian Disability Network and MTC are hosting a webinar to discuss how employers can create pathways to entry level job s when AI is predicted to impact many of these roles. The webinar will also provide information on different early-career pathways that work for people with disability.

    The Impact of Investing in Research Co-Design  

    The National Disability Research Partnership (NDRP) has released a report exploring how early involvement can change research outcomes for disability research. The report discusses what the NDRP learned when they provided seed funding to 15 projects which had a focus on safety. Some of the topics include:  

    • the impact of the seed-funding – from changing the research direction, defining safety and strengthening capacity, 
    • what enabled good co-design, and 
    • what makes co-design harder.

    PWDA Storytelling Competition for LGBTQAI+ 

    People With Disability Australia (PWDA) are looking for people with disability who identify as LGBTQAI+ to enter a competition through sharing their stories that help spread awareness around on building inclusion in workplaces and communities. You can use any format you like including a song or voice recording, visual artwork, poem, dance, comic story, and more.
